South Wye Transport Package (SWTP)

A decision was taken 9 August 2019 by Cabinet member infrastructure and transport to pause all work on the Southern Link Road and a review of the project be undertaken to determine next steps. This decision was called in and a General Scrutiny meeting was held 9th September in which recommendations were made.

The Cabinet member infrastructure and transport took a final decision 22 October 2019 which took into consideration the recommendations made by General Scrutiny Committee and confirmed a review of the South Wye Transport Package to determine next steps.

On the basis that the works covered by the existing 19/20 commission do not reflect those required following the 22 October 2019 Cabinet Member decision, the existing commission is required to be closed down.

The director for economy and place took a decision 14 May 2019 to fund the delivery of the South Wye Transport Package (SWTP) during April through a virement of £160,000 of the LTP grant.

The director for economy and place took a further decision on the 4 June 2019 to continue to develop the business case and progress the South Wye Transport Package, including appraisal of options, up to the value of £283,370 be commissioned through the Public Realm Contract during May and June 2019 to enable progress to programme pending further decisions by Cabinet.

The director for economy and place took a decision on the 28 June 2019 to fund minor works to secure the planning permission before 18 July 2019 within a budget of £60,000. This was commissioned through the public realm contract and funded from through virements from LTP grant.

The director for economy and place took a decision on the 3 July 2019 that in accordance with the delegated authority authorised by the Cabinet member infrastructure decision dated 12 November 2018, the purchase of the property identified within that report be completed within an overall budget of £575,000 and that this be funded through virements from LTP grant.

The director for economy and place took a decision on the 20 September 2019 to pay the reasonable professional fees of £52,500 incurred by the landowners in respect of the negotiation of the option agreements on land affected by the SLR funded through virements from LTP grant.

The director for economy and place took a further decision on the 19 March 2020 to pay additional professional fees of £2,500 incurred by landowners in respect of the negotiation of the option agreements on land affected by the SLR funded through virements from LTP grant.

The further works between July and the close down of the current commission will be funded from a further virement of LTP funding. LTP funding has been identified from the public realm annual plan 2019/20 to cover the costs associated with the works arising from this decision.
