Looked After Children & Complex Needs Accommodation Commissioning & Sufficiency Strategy 2019 – 2024
To approve the Council’s 2019-2024
commissioning intentions for the delivery of sufficient
accommodation placements for looked after children and children
with complex needs.
The Children Act, 1989, places a duty on local authorities to take steps that secure, so far as reasonably practicable, sufficient accommodation usually within the authority’s area which meets the needs of children that the local authority are looking after (‘the sufficiency duty’).
In 2018-2019, the council provided accommodation for over 300 children at a projected cost of £11.5m. Demand is expected to gradually reduce over the next five years as a result of improved edge of care and step-down arrangements.
The proposed commissioning and sufficiency encompasses the provision of foster care, residential children’s homes and supported accommodation for older young people. Provision may be delivered in-house by the Council or by external service providers.
