Pedestrian Crossing outside St Mary's High School Lugwardine

We the undersigned petition the council to Investigate thoroughly all options for creating and constructing a safe crossing point on the A438 outside St Mary's RC High School Lugwardine.

The A438 is the main road between Hereford and Ledbury, St Mary's RC High School is located on this road and has no permanent safe point to cross the road for pupils. A child was knocked over on the 1st July 2018, fortunately he was not seriously injured. Something must be done before there is a life changing injury to a child or worse still a fatality.

Council response

Thank you for the petition in regards to safety concerns in the vicinity of St Marys High School, Lugwardine following the recent accident involving a pupil of the school crossing the road.

The council is aware of the local concerns and that of parents of pupils of the school. We are in discussions with the local Parish Council and the school to identify measures that will ensure the safety of all users in the parish of Bartestree with Lugwardine Group Parish.

Representatives of the school, the council highways, children and families, and Balfour Beatty Living Places have met on site to witness the concerns and to identify what can be undertaken improve the situation at the access and crossing the A438. A number of actions have been identified which are currently being worked through.

There has been significant development in the area, as part of the planning process, S106 contributions to mitigate the development have been secured. The funds will enable works to be undertaken in the area of development and provide improvements to active travel infrastructure and managing traffic in the vicinity of the school and the parish. As part of these works we will be considering all options for creating and constructing a permanent safe crossing of the A438 in the vicinity of St Marys High School.

Potential improvements to the entrance of the school have also been included; discussions on providing a school crossing patrol are ongoing with the school.

Once a consensus on the actions has been reached a programme to implement changes will be actioned. Due to the extent of the project, the works will need to be phased and prioritised, the highest priority is the entrance to the school, the crossing points and the provision of a sustainable solution to the issues raised.

We are unable to provide timescales for the proposed works at present but will provide updates through the school, parish council and local member.

The council is committed to working with the school and the parish council in addressing the concerns.
