15/10/2020 - Annual Governance Statement - Final for 2019/22

To agree the annual governance statement 2019/20.
The council is required to publish a statement annually which explains to the community, service users, tax payers and other stakeholders our governance arrangements and how the controls we have in place manage risks of failure in delivering our outcomes and reflecting our particular features and challenges. In July 2020, Audit and Governance Committee approved the draft statement for publication with the draft statement of accounts.
The draft statement has been reviewed having regard to the external auditor’s findings and the internal auditor’s annual report and opinion, and includes a summary of progress made against actions agreed in response to the previous year’s statement.

29/09/2020 - Review of technological opportunities for Care Centres

To commission a report up to the value of £20,000, to be funded from the capital budget for Hillside as stated on the capital programme, to review the technology in the Hillside Care Centre and advise what short, medium and long term technological solutions can be put in place to achieve the council’s vision as set out in the County Plan.

The County Plan 2020-2024 sets out the below,

“Technology is another key component for promoting and supporting wellbeing, particularly for those with high levels of need. Technology can be very liberating and empowering where it can improve independence without relying on formal and often intrusive levels of care. This includes such things as prompts to take medication, voice-activated response services when crisis occurs (such as a fall), health and wellbeing apps etc. Over the coming years, we will continue to develop our technology strategies and make further investments in this important, exciting and fast moving area of service transformation”

28/09/2020 - Independent Living Demonstration & Assessment Centre

To agree for the project to spend up to the budget of £199,000.00, and to award and sign a build contract for the works, and awarding a contract for a small number of equipment items not available from the Council’s equipment provider.

The project aim is to develop an area within the Hillside building, to be used as a facility for demonstration and showcasing of equipment and adaptations, including technology, and also to support the provision of advice and Occupational Therapy assessment. The Centre will be designed to provide an environment that reflects a domestic house setting, giving a more realistic representation of how the equipment will feel and work within the customer’s own home. The Centre will provide opportunities to support our operational offer and approach to the Prevention agenda, as well as providing advice and support self-funders, and also providing an outreach element to support the Care Homes run by Herefordshire Council.

21/09/2020 - Local authority school buildings maintenance works 2021-2023

To approve the proposed expenditure of capital grants for school buildings maintenance works.

The Department for Education provides capital funding to local authorities responsible for schools. This funding includes the schools condition allocation which is intended for the maintenance of community and voluntary controlled schools.

The distribution of this funding is determined in accordance with the principles set out in the schools capital investment strategy and is based on regular condition surveys.
