Reason for urgency:
The decision could not be made previously as it depends upon the policy decision relating to purchase of property which cabinet is asked to make on 13 December 2018. The decision cannot be made later as it is in response to a particular purchase opportunity on the open market which is time limited. The vendor has agreed to hold the property until early January 2019 but no longer to allow the council to complete its governance processes.

Explanation of anticipated restriction:
The decision concerns the precise location of where very vulnerable people may be accommodated. In favour of disclosure is the argument that it should be clear what property the council is buying so as to establish value for money. The argument for non-disclosure is to protect very vulnerable people from undue attention or risk in coming and going from their accommodation. The value for money argument for disclosure could be satisfied by providing details of costs and works required. The protection of vulnerable people to whom the council has statutory duties as corporate parent should be accorded priority and therefore it is felt that maintenance of the partial exemption is appropriate in this instance.

The plans covers the use of the funding received annually from the Education, Skills Funding Agency (ESFA) to deliver community learning and adults skills learning opportunities for Herefordshire residents aged 19 and over.

21/11/2018 - Children and Young People's Plan 2019 - 2024

To recommend the final Children and Young People’s Plan for approval by Council.

The draft Children and Young People’s Plan (CYPP) 2019-2024 is presented to cabinet for recommendation to Council for approval. The plan includes priorities which will enable continued service improvement to support positive outcomes for all children and young people throughout Herefordshire.

The plan establishes key priorities and outlines how they will be achieved through work undertaken by all participating partner agencies.

More detailed delivery plans for each priority are being formulated alongside partners and relevant multi-agency groups that will identify specific actions, governance arrangements and expected timescales for realising the goals set out within the CYP Plan.

16/11/2018 - The Home First Service

To seek the views of the Adults Wellbeing Scrutiny Committee of the Home First Service. The Home First service commenced in November 2017 following alignment of two services – the rapid response service which was a delivered by an internal Herefordshire Council team and an external commissioned reablement provision. The services were aligned to enable more capacity and to provide a streamlined service.
The primary objective of the Home First service is to deliver a strength based model, which is built upon an enabling ethos, to support people to regain skills and independence. The aim is to assist people on their journey to regain independence and prevent the need for long term care.

15/11/2018 - Revised Special Guardianship Order (SGO) financial support policy

To approve a revised Special Guardianship Order (SGO) financial policy to increase the numbers of children that achieve permanency outside of the looked after system.

Our aim is that all children should grow up in a family who loves and cares for them. For children who are looked after and are settled in foster families who are able and willing to commit to caring for them long term and SGO provides an alternative to remaining looked after.

The revised policy provides and enhanced financial offer to foster carers to support them in caring for children outside of the looked after system.

The Department for Education published ‘Adoption: A vision for change’ in March 2016 which included the requirement for all local authorities to become part of a regional adoption agency by 2020.

Herefordshire would like to join ACE which is a regional adoption agency including Warwickshire, Coventry, Solihull and Worcestershire.

15/11/2018 - Looked After Children & Complex Needs Accommodation Commissioning & Sufficiency Strategy 2019 – 2024

To approve the Council’s 2019-2024 commissioning intentions for the delivery of sufficient accommodation placements for looked after children and children with complex needs.

The Children Act, 1989, places a duty on local authorities to take steps that secure, so far as reasonably practicable, sufficient accommodation usually within the authority’s area which meets the needs of children that the local authority are looking after (‘the sufficiency duty’).

In 2018-2019, the council provided accommodation for over 300 children at a projected cost of £11.5m. Demand is expected to gradually reduce over the next five years as a result of improved edge of care and step-down arrangements.

The proposed commissioning and sufficiency encompasses the provision of foster care, residential children’s homes and supported accommodation for older young people. Provision may be delivered in-house by the Council or by external service providers.
