29/06/2020 - Capital spend on the development of Gypsy and Traveller sites within the County

To request approval of expenditure up to the value of £911,000 to complete project 1 and £937,000 to complete project 2 from the already agreed council capital budget of £1.848m for the development of Gypsy and Traveller sites within the County. Project 1 will include the approval to award a construction contract and project costs up to the value of £782,000 including contingency and professional fees and £129,000 on the implementation of CCTV once the scope of the business case is delivered. Project 2 will include planning, design and construction of 4 pitches at the Pembridge site.

Project 1 has now completed Royal Institute of British Architects (RIBA) Stage 4 and seeks approval to award an NEC 3 contract to complete the construction phase of the project. The decision paper seeks to approve a budget of £911,000 and award a contract to SC Joseph Ltd to complete works on the two pitches at the Bromyard site and a pitch at the Grafton site and complete modernisation at 6 sites across the county. Project 2 seeks approval to enter the design stage (RIBA stage 2) and approve spend up to the full budget allocation of £937,000 to complete the construction of 4 pitches at the Pembridge site over the next 3 years. Any further underspends from contingency and project 2 may be utilised with approval to further expand the CCTV investment.

23/06/2020 - Better Ways of Working Revised Implementation

The report is to review and recommend further delivery of the “better ways of working” (BWOW) initiative that enables employees to work flexibly and to consolidate use of premises. This decision reflects on the impact and implications of Covid-19 on the plans that were set out and agreed by Cabinet on 27 February 2020.
The report specifically relates to the future occupancy of the Elgar House offices and the Nelson House building with a focus on Plough Lane as the key office location along with maximising the potential of home working and use of multi-agency office in the market towns. The report reviews the required financial investment and associated savings, along with work practices that will enable effective use of workspace in the long and short term.
A key intention of BWOW is to reflect contemporary work practice that enable adaptable and flexible working arrangement that supports the workforce, aids staff morale and increases productivity. The proposed approach to BWOW also supports the council’s ambitions to reduce carbon emissions with decreased number of sites using utilities and staff having less travel to work.

08/06/2020 - Establishing a Herefordshire Covid-19 engagement working group of the Health and Wellbeing Board

To agree to setting up a sub-committee of the Health and Wellbeing Board to oversee: the development and the management of outbreaks; support stakeholder and community engagement to build trust and participation and provide community leadership in the prevention and management of outbreaks through the Local Outbreak Control Plan. 04/06/2020 - Equipment and adaptations, assessments and reviews for disabled children

The council is required to provide appropriate specialist equipment or adaptations for children with disabilities at their home or school. To identify whether a child has a specific need for equipment or adaptations, the council requires a professional assessment by a qualified occupational therapist.

Wye Valley NHS Trust (WVT) currently provides equipment and adaptations assessments for disabled children on behalf of Herefordshire the Council. This service forms part of a wider children’s therapy service that is commissioned by the Clinical Commissioning Group (CCG). It is proposed to renew the current contract with WVT for equipment and adaptations assessments.

This will enable the council to continue to meet its duties while also ensuring that service users can benefit from a joined-up experience for any other therapeutic needs
