To approve works by Morland Utilities for new gas mains at the North Magazine, and initially The Shell Store, Hereford Enterprise Zone totaling £34,792.00 + VAT

A contract has been awarded to Reward Gateway to provide Herefordshire Council employees, foster carers and care leavers with access to a range of benefits including retails and leisure discounts, health and wellbeing services and associated management information, promotion and administration services for council managers. The contract is for 2 years with the potential for a 1 year extension. The contract has a maximum value of £50,000

The decision has been taken to:

1. Award SEN contract BF938P.

Contract BF938P – The Brookfield School. Awarded to Blue Line Taxis for a 1 month term commencing 3rd June 2019 at a total cost of £381.60. 4 compliant bids were received.

These are additional contracts required to provide statutory school transport. The net effect of tendering these contracts will see an increase in SEN transport contracting costs of £381.60 in the current financial year.

To authorise the making of a Temporary Road Closure Order served under section 14(1) of the Road Traffic Regulation Act 1984 to require a temporary closure on the U81256, Barton Yard, Hereford, adjacent to Sainsbury filling stations, planned to be effective from 17.00hrs – 00.00Hrs on Sunday evening 30 June this aligns with after the business hours of Sainsbury’s store.

To seek the views of the committee as to whether the draft annual governance statement properly reflects the risk environment the council is operating in and the appropriateness of any actions required to improve it

To approve a 6 month extension to the license held with Q Routes Ltd for school transport route planning software at a total cost of £9,500.

To approve works by Western Power Distribution (WPD) for new electrical substation at the Shell Store, North Magazine totaling £51,103.82 + VAT

To make appointments to the committees of the Council and outside bodies in line with the rules of political proportionality.

To grant landlord (freeholder) consent to permit the MHLGC to grant a sublease for a term of 50 years to the University (NMiTE) to enable the former Robert Owen Academy to be used for education purposes.

That the 2019/20 programme of works for detailed design and consultation for the Hereford Transport Package including assessment of options, be commissioned through the Public Realm contract with an initial value of up to £1.7m.

That work to continue to develop the business case and progress the South Wye Transport Package, including appraisal of options, up to the value of £283,370 be commissioned through the Public Realm Contract during May and June 2019 to enable progress to programme pending further decisions by Cabinet. This to be funded through a virement from LTP grant funding in accordance with financial procedure rules.

To approve the treasury management outturn for 2018/19 in line with the Treasury Management Strategy and Cipfa treasury management best practice.

Approval of the re-roofing planned maintenance works at Weobley High School, to be undertaken via Balfour Beatty Living Places, at an initial cost of £9,994 plus associated contingency, professional and statutory fees. A total cost up to the value of £12,000 funded from the existing school capital maintenance budget

To award a letter of intent to Morgan Sindall for the design and construction of the new permanent accommodation and additional on-site car parking at an initial cost of £744,856 plus associated client contingency and professional fees. A total cost up to the value of £800,000. This will cover:
• The design to be completed in detail and the full works agreed
• All necessary surveys to be undertaken
• The creation of a south car park with associated drainage and attenuation
• The widening of the entrance to the south side of the site
• Internal remodeling to create an additional classroom required for September 2019
• Conversion of an attic space to provide a staffroom (the existing staffroom is required for an additional classroom)
• The creation of netball courts by infilling the existing cycle track
• Morgan Sindall enabling works and preliminaries

The costs for the design and surveys were included in a previous record of officer decision dated 24 September 2018. This authorized expenditure up to £250,000. This decision is to authorize the additional spend required to cover the extra items of work pending the signing of the main contract, that is, an additional £550,000.

The full cost of the scheme will be signed off at a later date once the design has been completed. A further officer decision under the delegated powers granted to the director of children’s wellbeing by cabinet will be required to sign off the full contract.

The design consultants selected and engaged by Morgan Sindall are Quattro Design Architects, who were architects for the recently completed Colwall Primary School new build.

To approve the off market sale of Ashley farmhouse and approximately 1.1 acres of land to the tenant in exchange for the surrender of the land and buildings at Ashley Farm as per the heads of terms in Appendix 1.

Accept by formal deed compensation payment in lieu of final yielding up obligations under terms of lease from outgoing tenant (Wolseley UK Ltd)

To give consent for Bringsty Common Manorial Court to put in an application to Natural England to apply for funding under a Countryside Stewardship Agreement for management options for Bringsty Common as detailed in Appendix 1.

To grant a License agreement to Engie in respect of the land at Station approach in order to carry out investigation and survey works on the site, to assess its suitability for development
