19/12/2019 - Recommissioning of the Integrated Community Equipment Service (ICES) ref: 6512    Recommendations Approved

To award a five year contract for the Integrated Community Equipment Service (ICES) for Herefordshire for both the council and Herefordshire Clinical Commissioning Group (CCG) and to approve the proposed model of operation.

 

The existing Integrated Community Equipment Service contract comes to an end on 31 March2020. This report details the intention to appoint a provider to deliver a joint service from 1 April 2020 onwards to fulfil the statutory requirements of the council and health bodies in relation to the provision of equipment. These duties are primarily set out through legislation in the Care Act 2014 and the Children and Families Act 2014. The council is the lead commissioner for the service which is funded 35% by the council and 65% by the NHS Herefordshire CCG.

 

The service supports over 6,500 people per year by loaning a variety of equipment from simple aids for a short period such as; a raised toilet seat for post-operative recovery, to very complex bespoke seating or hoisting equipment. The most frequently prescribed items are to address pressure care needs, hospital beds and equipment to aid moving and handling requirements.

 

The need to facilitate earlier discharges from hospital and to support more people within the community has increased the need for efficient and appropriately resourced equipment services.

 

The demand on the service is expected to grow over the next contract period, with a continued focus on equipment provided to people in their own homes to reduce the need for interventions such as domiciliary care, care home placements or avoidable hospital admissions. Soft market testing and stakeholder engagement activities have taken place over the last 12 months in order to inform the future model of operation, and the detailed proposals for the next contract period are in line with the changing demands.

Over the last five years the delivery of dementia care in Herefordshire and Worcestershire has evolved into a multi-agency approach with each county having separate strategies.

 

As strong as our foundations are, we know that we have more to do to ensure we provide timely diagnosis and that people with dementia and their carers get the right support whatever their individual circumstances.

 

We must continue to strive towards becoming more dementia friendly as a wider community. Our ambition is to ensure that people at whatever stage of their condition are given the best opportunity to live well, remain active, feel valued and connected within their family and community.

 

The 2019-2024 strategy sets out a shared vision for a collaborative approach across both counties It will build upon the successes of our local dementia partnerships delivered by a wide range of local stakeholders who are key to supporting people living with dementia, their family, friends and communities.

To approve and adopt the revised Hereford (Rotherwas) Enterprise Zone Local Development Order 2019 (Appendix 2), to include additional areas of land to the south and east of the Enterprise Zone and roll forward its operation for a further period. The LDO process has been fundamental to the success of the Hereford Enterprise Zone by providing certainty for investors and is the only incentive now available to investors. Bringing forward a revised LDO indicates the Council’s continuing support for providing employment land within Enterprise Zone.  The process has also enabled the Rotherwas Drainage and Flood Management Strategy to be revisited in the light of Environment Agency advice regarding updated climate change guidance for flood risk reduction.  The benefits of the LDO will outweigh the loss of any fee income and the process has helped to enable an increased rate of industrial development at the enterprise zone. Since it has been in operation over £48m has been invested in those projects with Council receipts from sales totalling almost £3m and developments built or underway generating £21 m of business rates.

To approve the creation of a short breaks capital grant scheme.

Short breaks provide opportunities for disabled children and young people to have enjoyable experiences away from their primary carers, thus contributing to their social inclusion and personal and social development. They also provide the parents and carers of disabled children with a necessary and valuable break from their caring responsibilities.

 

Feedback from families highlighted that children wanted to access more activities alongside other children, to increase socialisation, and that support currently provided, whilst meeting a number of key outcomes, may limit opportunity for increasing levels of independence for some children. 

 

The grant scheme will ensure maximum benefit for children with disabilities and special educational needs across Herefordshire, approved at the council’s budget meeting on 15 February 2019 as part of the council’s capital strategy. The aim of the scheme is to improve access to universal and targeted activities across Herefordshire for children with special educational needs and disabilities by delivering capital improvements, thus creating greater opportunity for spending time with friends, and developing independence.

 

The maximum capital funding available for this scheme is £118,000, which is non-recurrent. It is intended that all funding will be committed by the end of March 2020. If required, further bidding rounds will be scheduled during 2020 until the budget has been fully allocated.

 

The funding will be used for capital projects that support the provision of regular, inclusive universal and targeted activities to support children and young people with special educational needs and disabilities in Herefordshire.

 

Wide publicity and awareness through existing networks will be undertaken to ensure that eligible organisations are given the opportunity to apply and demonstrate that their project will improve short breaks provision locally, achieve defined outcomes for children and young people, and will be sustainable beyond the grant intervention.  Applications received by the deadline will be assessed by an appraisal panel against the scheme criteria. Post implementation evaluation and reporting requirements will ensure that successful schemes are able to demonstrate that they maximise the benefit for children and young people with disabilities across Herefordshire.  Case studies and other monitoring information will be collated to ensure that the learning and impact from the grant scheme can be captured.

To seek approval by the head of paid service on the proposed arrangements for an above national pay award for teachers.  The proposals aim to ensure that all teachers are treated equally and receive a cost of living increase.  For the last four years, the national pay award has only applied to the statutory bottom(minima) and  top (maxima) of all pay ranges and allowances and not the pay points in-between these points.

 

It is for local authorities to determine whether they accept the national proposal or develop an alternative proposal to address any concerns of inequity that the national agreement could create  Local authorities nationally have maintained the previous pay structure for teachers and therefore if the national pay award was applied, a significant number of teachers would not receive a cost of living increase because they are on the pay points in-between the top and bottom points . Providing such an award can positively affect recruitment and retention for council schools.

 

Allowances refer to TLRs (teaching and learning responsibilities) and SEN (special educational needs).
