The Maylord Orchards Centre (the Centre) is owned and managed by the council further to the purchase of the headlease in 2020. The Centre forms a significant part of the city centre and there are emerging plans, development proposals and strategies that may affect the Centre in the medium to long term. These aspects will be brought together under the current City Masterplan and therefore, an interim management plan is required for the Centre.

The council has secured an award of
£675k of LEP funding to spend on infrastructure in 2021/22 to
prepare land for development at Hereford Enterprise Zone. This
funding is in addition to £5,432k previously awarded LEP
funds and the £14,947k of capital funding already in the
approved capital programme (both of which are shown as separate
projects on the capital programme). The funding will enable the
council to carry out additional infrastructure work and hence
prepare more land for development and sale at the North Magazine of
Skylon Park.

24/09/2021 - Development and implementation of a fundraising strategy to secure the Herefordshire Hoard for the people of Herefordshire ref: 8245 Recommendations Approved
In June 2015 a number of items from the late
9th century were found buried in a privately owned field in the
north of Herefordshire. The collection, now known as the
Herefordshire Hoard, is currently with the British Museum awaiting
valuation by the Department of Culture, Media & Sports’
Treasure Valuation Committee.
Once valued, Herefordshire Council will have the opportunity to
acquire the Hoard and display it for the benefit of the people of
Herefordshire.
Acquisition of the Hoard will strengthen the business case for the
redevelopment of the building currently housing the museum in
Hereford as part of the Stronger Towns Project.
Acquiring the Hoard would enhance the cultural offer to residents
and visitors, support the case for the museum redevelopment as part
of the Stronger Towns Project, would extend people’s
understanding locally, nationally and internationally of the
importance of the Hoard in understanding how the English nation
developed.
A professional fundraiser will be commissioned to develop, write
and implement a fundraising strategy to support the acquisition of
the Hoard, covering areas such as donations, community engagement
and external funding bids.
Total cost of the process to be up to £40,150. These costs
would cover the development and implementation of a fundraising
strategy, activities and evaluation, marketing and promotion and
additional staff time to manage the process and donations.
£32,000 has been identified to support this from existing
revenue reserves with additional funds up to the total being
provided from existing revenue budgets where available.

A Compulsory Purchase Order (CPO) and Side
Roads Order (SRO) were made on the 23 August 2013, to enable the
delivery of the Link Road and following a public inquiry on 23
September 2014 both the CPO and SRO were confirmed by the Secretary
of State for Communities and the Local Government and the Secretary
of State for Transport respectively.
This is professional support required in regards to negotiating and
agreeing statutory compensation due under s52 Land Compensation Act
1973 up until the 31 December 2021. Other than Lambeth Smith
Hampton the costs identified specifically relate to the one
outstanding claim that relate to three property interests.
The anticipated £130k for Lambeth Smith Hampton is the total
cost for all claims that have been received and settled to
date.

The global Covid-19 pandemic and the resulting
measures taken to reduce the spread of the virus have had an
unprecedented impact on the national and local economy and on
people’s wellbeing and mental (as well as physical) health.
Nationally the magnitude of the recession caused by the pandemic is
unprecedented, GDP declined by 9.8% in 2020 the steepest drop since
records began in 1948.
The pandemic has also had a severe impact on people’s mental
health and wellbeing, due to long periods of anxiety, isolation,
and uncertainty. The Herefordshire Community Wellbeing Survey 2021
found 28% of people reported high levels of anxiety, 32%
experienced drop in household income, 33% doing less exercise, and
30% sleeping less well. Wellbeing is lowest in those living in the
most deprived areas.
The council has worked across all directorates to support
businesses, residents and communities throughout the pandemic to
remain as safe as possible and to prevent and reduce spread of
infection and protect those most vulnerable in our society.
Our focus now moves towards recovery. Over the coming months the
true impact of the pandemic will become better known for the
economy, community wellbeing and organisation.
To support the recovery cabinet approved a £6m Covid Recovery
Plan which includes the economy, community wellbeing and
organisation. The recovery plan now focuses on the immediate
impactful actions we need to take in the short term. Our priorities
are to:
- Establish Safe and Welcoming Places
- Support Business Viability and Resilience,
- Support Employment
- Support Wellbeing.
This ROOD will give authorisation for direct funding to be provided
to Age UK Herefordshire and Worcestershire to deliver the following
activities:
- 6 week courses
Co-ordinators will facilitate weekly cafes at rural locations
around Herefordshire such as village halls, community centres or
our own offices and make use of the wealth of how to guides that
are available to improve digital skills. Creating a weekly 6 week
course to cover: the basic skills, how to access and use social
media, set up email, use Zoom/Facetime/Video calling, how to stay
safe online and online shopping. These will be delivered by
Co-ordinators and supported by Digital Volunteers. A follow on 121
course will also be offered, if participants wish to continue their
learning. Age UK will work with them on a 121 basis to support with
specific individual tasks like personal admin for household bills,
setting up online energy accounts and personal banking.
- 121/Outreach support
For those who are at the very early stages of entering the digital
world, we will provide 121 outreach support by way of Co-ordinator
meeting with the client to understand their individual needs. Once
these needs have been established, a Digital Volunteer will be
allocated who will provide ongoing support to enable the client to
get online. This could be with liaising with broadband providers to
set up connections, supporting with purchasing the right equipment,
setting up new devices and end with supporting the client to attend
one of the courses being offered in their local area to continue to
build on their new skills.
- Tablet Loan
Purchasing 50 tablets, 20 of which will be dedicated to delivering
our courses. The remaining tablets will be made available for loan
to clients for a 3 month period to ‘try before they
buy’. An agreement will be established between Age UK and the
client so all parties are clear on their expectations. An agreement

beyond the project timescales will be decided jointly by Age UK and
Herefordshire Council at the end of the project.
Age UK has modelled their offer on the following predicted
beneficiary impact:

supported based on: employing 2 Co-ordinators at 30hrs per week,
recruiting 20 volunteers to support with the café running
and 121 support, and that the project starts on time in
September/October 2021.

The Council has been awarded £7.37m
Additional Restriction Grant fund since November 2020 to support
businesses severely impacted by coronavirus restrictions. The
Department for Business Energy & Industrial Strategy has
provided the council discretion on how it can use these funds to
support the needs of local businesses and the economy. Following a
number of discretionary grant rounds, £630k of the
£7.37m budget remains.
The Cabinet Member for Economy and Place decision 04 May 2021,
“Additional Restrictions Grant - business recovery
programme” set out proposals for a Festivals and Events Grant
to support existing public events and festivals that will take
place within the 2021/22 financial year.
Due to the dynamic Covid-19 situation, circumstances have changed
and many events planned for 2021 will either have now occurred or
have been cancelled due to the situation. There is also an
opportunity to reflect arrangements on other grant schemes,
simplify the criteria and remove subjective assessment requirements
or further post payment spend monitoring.
In consideration of the above, this decision proposes to vary the
criteria to support festivals and events as follows:
• Operate the grant as a discretionary grant with broad
criteria and application process. Making grant awards to those
events meeting the criteria. Eligible applicants would be given
discretion on the use of the award and there would be no subsequent
monitoring process on the use of these funds (the covid-19
fraud/post payment checks will remain).
•
• Eligible applicants will have the discretion on the use of
the funds within the government set criteria.
•
• Applicants will need to be either a business, a charity, or
town or parish council. Constituted community groups will be able
to apply through one of the above eligible applicants where they
are an active partner within the group.
•
• Events will need to take place following the receipt of the
grant either within 2021 or 2022 calendar years. If the event or
festival does not go ahead by December 31st 2022, unless due to the
reintroduction of further COVID19 restrictions, any grant awarded
will be clawed back from the applicant body.
• Events supported will have a minimum attendee requirement of
500 which will restrict very localised events.
•
• Events must be held in Herefordshire and all members of the
public must be able to attend (via a reasonable charge if
necessary) at all times.
• A previous event of the same nature must have been held by
the applicant during the three calendar years prior to 17 September
2021.
•
• Event organisers who hold more than one event per year will
be able to apply for more than one event providing that each is
materially different. For example an event organiser holding a food
festival would not be supported for holding another food festival
but would be supported for holding a walking festival or arts
fair.
•
• Applicants can apply for no more than 2 grants per
organisation.
In addition to the above criteria the following types of event are
specifically excluded:
o Award ceremonies
o Business expos or trade fairs
o Wedding fairs
o School or village fetes
o Regular street markets, auctions, car boot sales, or agricultural
markets
o Sports matches, race meetings or sporting competitions
A one off grant will be made in accordance with the following
criteria:
• Events or festivals evidencing less than 1000 attendees will
receive a £5,000 grant payment;
•
• Events and festivals providing strong evidence of between
1001 and 5,000 attendees will receive a £10,000 grant
payment.
• For events and festivals providing substantial and
verifiable evidence of over 5,000 attendees a grant payment of up
to £50,000 will be made.
•
• For events in this last category the size of the grant
payment will be determined by:
•
o the number of attendees;
o the strength of evidence provided for numbers of attendees
– for example demonstrable ticket sales being very strong
evidence, head counts or estimations being weak evidence;
o demonstrable commitment to holding an event before the 31st
December 2022 – for example booked venues, performers,
released promotion, other associated costs;
o
o a definable and demonstrable need for support in the form of an
identified viability gap or an expansion of the previous event in
terms of number of attendees, length of event, enhanced facilities
or attractions.
Wherever possible evidence should be based on the last time the
event was held during the last three years. For most applicants
this should be the last pre Covid19 year (anticipated as 2019 for
most annual events).
The Economic Development Manager is delegated authority to conclude
the suggested eligible items of expenditure, eligible applicant
organisations, and any final detailed administration of the
scheme.
A webpage with the criteria for the scheme and an online
application form will be developed which will follow the precedent
set by the Additional Restriction Grant Guidance and previous
discretionary schemes. Guidance will be provided to applicants and
criteria terminology will be explained.
All applications will follow the application process and
applications will be checked that they are correct, accurate, and
that applicants meet the stated criteria and the ARG assurance
requirements. The Economic Development Manager will award grants to
those that meet the requirements in accordance to the grant
criteria. All applicants will be notified of the outcome of their
application.

An element of the recovery plan will be to provide additional
capacity to the Talk Community Health and Wellbeing Team to deliver
mini health checks and healthy lifestyle behavioral support within
the community. This support will provide people the advice and
support needed, to stop smoking, be more active, reduce alcohol
consumption, lose weight and eat healthier.
The current service provides 12 week evidence based lifestyle
support to enable, individuals, and groups, the time and support
needed to make positive, and sustainable lifestyle choices within
their community – helping improve their overall health and
wellbeing. Additional capacity within the service will allow a
greater reach into Herefordshire communities and further
opportunities to address lifestyle risk factors associated with
ill-health, covid-19 complications and improve wellbeing.

23/09/2021 - Making commitments with regard to the accommodation and support for resettled Afghan refugees to enable an offer to be made to the Home Office ref: 8235 Recommendations Approved
Herefordshire is an inclusive county and has
welcomed 95 refugees through resettlement programmes since late
2016. From 2020, the council has had to defer implementing its
commitment to resettle more refugees, owing largely to Covid19.
However the final withdrawal of UK forces from Afghanistan and the
unfolding situation amid humanitarian concerns has led to the
council rapidly reviewing the options for resettling
refugees.
The government has announced two resettlement schemes; the afghan
citizen’s resettlement scheme (ACRS) and the ARAP scheme,
which is for Afghan people who have been employed supporting UK
forces and agencies. The two schemes are now closely aligned and
are supported by the same comprehensive financial package. People
on both schemes will be awarded refugee status and five years leave
to remain, giving them all the rights of UK citizens.
The council has received significant offers of support from key
partners including but not limited to: the CCG, NHS Trusts, police,
housing, voluntary and community sector agencies.
Herefordshire’s larger stockholding housing providers are
offering properties suitable for refugee families, when they become
available from their existing social and affordable stock or new
development schemes. Suitable properties will generally be able to
accommodate a family of four or larger. Properties will be reserved
by the council to ensure they are available at the time of
arrivals.
The council must submit an offer of accommodation and support to
the Home Office by Thursday 23 September. It is likely that an
offer made to the Home Office from Herefordshire will focus on one
or more of Ledbury, Hereford City or Leominster areas. A support
and orientation service will be commissioned from a specialist
provider and mobilised rapidly, subject to a separate record of
officer decision.
A communications approach for Afghan refugee resettlement is being
prepared in conjunction with the Communications Team, to guide all
external and internal communications as resettlement
develops.

A partnership arrangement under section 75 (s75) of the NHS Act
2006 enables partners to commission integrated health and social
care services to better meet the needs of service users than if the
partners were operating independently. Section 75 agreements
provide a contractual framework for the use of pooled funds between
the council and CCG, to enable services to be delivered and
commissioned co-dependently.
The s75 agreement is a national requirement of the Better Care
Fund, set by NHS England under the NHS Act 2006.

The global Covid-19 pandemic and the resulting
measures taken to reduce the spread of the virus have had an
unprecedented impact on the national and local economy and on
people’s wellbeing and mental (as well as physical) health.
Nationally the magnitude of the recession caused by the pandemic is
unprecedented, GDP declined by 9.8% in 2020 the steepest drop since
records began in 1948.
The pandemic has also had a severe impact on people’s mental
health and wellbeing, due to long periods of anxiety, isolation,
and uncertainty. The Herefordshire Community Wellbeing Survey 2021
found 28% of people reported high levels of anxiety, 32%
experienced drop in household income, 33% doing less exercise, and
30% sleeping less well. Wellbeing is lowest in those living in the
most deprived areas.
The council has worked across all directorates to support
businesses, residents and communities throughout the pandemic to
remain as safe as possible and to prevent and reduce spread of
infection and protect those most vulnerable in our society.
Our focus now moves towards recovery. Over the coming months the
true impact of the pandemic will become better known for the
economy, community wellbeing and organisation.
To support the recovery cabinet approved a £6.1m COVID
Recovery Plan which includes the economy, community wellbeing and
organisation. The recovery plan now focuses on the immediate
impactful actions we need to take in the short term. Our priorities
are to:

-Support Business Viability and Resilience,

-Support Wellbeing.

February 2021 authorises that the insurance settlement figure of
£173k be granted to the sports club to undertake the
reinstatement works.
The specification was approved in November by the councils building
surveyor and mechanical engineer.
The sports club to date have been paid £173 k as per the
cabinet member report dated he 12th February 2021. The actual
insurance settlement amount was £173,408.14, leaving a
balance in the cost centre of £408.14.
It is proposed that this balance be forwarded to the sports club as
full and final settlement.
A copy of the invoices and valuation to date have been
provided.
