The current contract for the management of the Maylord Shopping Centre has been in place since the council obtained outright control of the asset in June this year. The management contract is for a period of one year and is due to expire on the 12June 2021. It is necessary to procure a new contract with a service provider in order that the shopping centre can operate and that rent and service charges are collected and administered.

To enable the accountable body, Shropshire Council, to delegate responsibility for managing the Get Building Funding grant and the relationship with the successful grant applicant NMITE to the council. The grant amount of £1.6m for the project will be transferred from the accountable body to the council, £800,000 in 2020/21 and £800,000 in 2021/22.  The grant funding will be utilised to accelerate development of NMITE’s Centre for Automated Manufacturing on the Hereford Enterprise Zone.

To seek approval to accept and spend the Additional Restrictions Grant (ARG) funding (£3,856,020) allocation from government, to support businesses affected by the second national Covid 19 lockdown period, and any future periods of restriction up to the end of March 2022.

 

This decision is specific to the Additional Restrictions Grant.  The national guidance indicates that the council can use this funding for business support activities but it is expected to primarily take the form of discretionary grants to businesses to support them through period of trade restrictions due to Covid 19. 16/11/2020 - Officer approval to award Warm Homes Fund project installer contract to Communitas Energy CIC via signing of Seal Authority form ref: 7347    Recommendations Approved

-A procurement exercise took place March to May 2020 to appoint an appropriate partner for this part of the project, to install Air Source Heat Pumps in eligible fuel poor private household residences, however although contracts were awarded for LPG and Ground Source Heat Pump solutions, there were no submissions in the relevant lot for ASHPs.
-There are a number of eligible households currently on the waiting list for the project, in which the most suitable technology has been determined as ASHP. Subsequent discussions with project partner, Shropshire Council, have revealed a potential installation partner for this area, Communitas Energy CIC (Communitas), who can deliver the services required.
-A waiver of standing orders has been obtained through the relevant approvals to grant this contract via seal approval.
-Warm Homes Fund projects seek to alleviate fuel poverty for eligible residents in the county via the installation of more efficient and economic heating systems;
-Fuel Poverty affects around 10,862 households in the county (12.9%). This figure is higher than the national level and reflects the challenges that the county faces in relation to the energy efficiency of properties including a large proportion of older, hard to treat properties and restricted access to mains gas due to the rural nature of the county
-Decreasing fuel poverty can be linked to increasing housing standards as well as health and wellbeing.
-Housing also accounts for around a quarter of the County’s carbon dioxide emissions and therefore by helping to improve the energy efficiency of heating systems in properties, the Warm Homes Fund projects will contribute to climate change reduction targets.

12/11/2020 - Approval to award a contract for Centera Replacement Hardware for Herefordshire Council ref: 7340    Recommendations Approved

Currently the Herefordshire Council are using EMC Centera storage for data archive and long-term storage. The current setup is resilient with a unit in both of the council data centres connected via dark fibre providing Ethernet and Fibre channel links between. The applications are currently writing to the Centera using CAS and RBS connections.

The current EMC Centera storage at Herefordshire Council needs to be replaced due to the system reaching the end of main line for hardware and software support.

A competitive procurement process was undertaken through the CCS framework, RM6068 Lot 2. Three bids were received by the tender close date. The bids were evaluated in accordance with the rules as stipulated within the tender document. This evaluation consisted of 10% for the mandatory pass/fail section and 90% price.

In order to effectively manage the councils highway network in respect of parking, occasionally a Penalty Charge Notice needs to be issued to a vehicle. Where payment is not made in respect of these the relevant legislation provides for debt to be pursued.

Award Balfour Beatty LP the contract to complete urgent roofing works and provide full scheme scope of works to Riverside Primary School up to the value of £44,850 to include a contingency value of up to £4,970 from the contingency budget allocation.

To authorise Balfour Beatty LP to appoint D&T Engineering to carry out this work to repair areas requiring urgent attention and to inform the scope and specification for tendering for the full scheme of works. Given the historic issues and previous successful repairs, Herefordshire Council Building Surveyor has requested a single source submission as this is ongoing work from previous years. The work will be closely monitored by the Herefordshire Council Building Surveyor.

To authorise the expenditure of up to the value of £4,000 from the professional fees allocation as set out in the Cabinet Decision.

Responsibility for managing and monitoring the project to be carried out by the Capital Project Manager, within the spend budget.

09/11/2020 - Approach to the Core Strategy review and update in the light of the Planning for the Future White Paper ref: 7296    Recommendations Approved

 

 

To agree to update the Herefordshire Local Plan Core Strategy, following a review of the adopted plan, in accordance with The Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended) and paragraph 33 of the National Planning Policy Framework in the light of of the proposals set out in the White Paper: Planning for the Future.

That:

(a)       the review of the Herefordshire Local Plan Core Strategy demonstrates that the Herefordshire Local Plan Core Strategy is required to be updated;

(b)       a detailed project plan for thedevelopment of a new local plan, including resource requirements, taking into account the emerging proposals of the White Paper and other Government advice regarding local plan preparation, be prepared for the approval of the Cabinet Member for Infrastructure and Transport before the end of December 2020;

(c)      the work on the Hereford Area Plan, Rural Areas Site Allocations Development Plan Document and Bromyard Development Plan Document should be stopped with effect from the date of this report and any relevant elements of evidence to be used as part of the new Local plan;

(d)      progress be continued upon the emerging Minerals and Waste Local Plan;

(e)      work on progressing a Herefordshire Community Infrastructure Levy should be put on hold pending the outcome of the significant proposals for reform of planning obligations in the White Paper; and

(f)        supplementary planning documents in respect of a) delivering higher environmental building standards in Herefordshire consistent with the Council’s goal to be a zero carbon county by 2030 and b) improving ecological protection and pollution reduction, especially with regard to returning our rivers to good ecological status be prepared as soon as practicable and resourced through the local plan reserve in order to enhance the County’s existing planning policy framework.
