13/11/2018 - Development and regeneration programme Hereford Football Stadium refurbishment preliminary appraisal ref: 5430    Recommendations Approved

To approve the scope and cost of the first stage of appraisal services to be provided by the council’s developer partner, Engie Regeneration, in respect of a potential project to refurbish and redevelop part of the Edgar Street Stadium, the Blackfriars Stand and the West Stand, supported by funding from the provision of new commercial uses which meet the needs of the wide community of stakeholders and are complementary to the local area including the Old Market.

The Herefordshire Economic Vision was adopted by Council in December 2016 as the Economic Development Strategy for the county. This identifies the regeneration of Edgar Street Stadium, home to Hereford Football Club, as a key opportunity for redevelopment as part of the masterplan for regenerating central Hereford. The council has undertaken an initial assessment of redevelopment options and discussions with HFC regarding their priorities and those of the Council.

The council has entered into an overarching agreement with Engie Regeneration, a developer, for a programme of development and regeneration over the next 10 years and potentially beyond. In accordance with that agreement, the developer partner will be commissioned to develop a project through the mechanism of a “New Project Request” and will progress the project in “Stages”.

The New Project Request specifies the council’s initial requirements and its criteria for the  development, which can be refined as the project moves forward.

The developer partner has estimated the cost of the Stage 1 appraisal services which include the development of the outline business case and a proposed programme for delivery. These costs are required to be underwritten by the council as specified in the overarching agreement.

(c)            a Stage 1 Development Fee of up to £120k be approved to be underwritten by the Council under the terms of its overarching agreement with Engie Regeneration; and

(d)            (d) A capital sum of £50k is approved for drawing down from the Development Partnership capital budget in order to support the council in delivering Stage 1 of the project, including the covering of staff costs and external advisers to the council.

18/10/2018 - Outcome of children's Ofsted Inspection of Local Authority Children's Services (ILACS) inspection and action plan ref: 5393    Recommendations Approved

 

To receive the outcome of the Ofsted inspection of services under the new Inspection of Local Authority Children Services (ILACS) framework, which was conducted between 4 June 2018 and 22 June 2018.

To consider the council's response to areas for improvement identified and to make any recommendations regarding the council's proposed submission to Ofsted and proposed actions to address the areas of improvement that have been identified.

The council is required to submit an action plan to Ofsted within 70 days of the publication of their report (which is 25 October 2018), outlining how the council intends to address each of the areas for improvement, the timescales for action to be undertaken, and the monitoring arrangements.

26/09/2018 - Hereford City Centre Improvements - Residents Parking Order 2017 ref: 5358    Recommendations Approved

To consider the representations including objections to the proposed Hereford Resident’ Parking Order 2017 and to authorise the making of the Order either in full as per the Notice of Proposal, to modify the proposed Order (provided that the modification is not a substantial change) or to abandon the proposals. The Council also has the ability to make the Order in part and for the remaining proposals to which the Order relates to either be abandoned, deferred or make an order or orders giving effect to the remaining proposals in whole or part.

 

This project developed from consultation over the programme of Hereford City Centre Improvements and concerns over the displacement of parking into neighbouring areas. The Council proposes restrictions in the form of new, or extended resident parking zones/restrictions in six wards, supported by no waiting and no waiting at any time restrictions.

Following objections from the initial public consultation, supplementary consultations were also carried out for Broomy Hill, Court Crescent, Gwynne Street, Walmer Street and various roads as part of the extended Zone 15 proposals in College Road in accordance with legislation. The supplementary consultations helped form the bases of the proposed Order.

The policy has been developed to meet an audit recommendation that there should be a Code of Conduct policy that is specific to schools.  The policy clarifies expectations regarding the required standards of behaviour for all staff working within schools.

360 litre bins are necessary to provide to households across the county who produce larger amounts of recycling than the standard 240 litre bins can accommodate.

In accordance with the councils procurement guidance for a medium value product, 3 quotes were requested from wheeled bin suppliers for the following:

Two full load of green 360 litre bins

All bins to be embossed on the front of the bin and on the lid

Bins to be independently certified to the following standards: EN840-1:2012, 5:2012 and 6:2012. RAL-GZ 951/1

Full off-loading service required from the delivery vehicle onto the ground & moved into a specified area at the depot.

10 year warranty and agreement of reimbursement of removal fee incurred by council if bin found to be faulty.

Only one compliant bid was received. The compliant bid met all elements of the requested specification and is therefore recommended for acceptance.

The site options paper sets out to identify a range of sites considered as potential allocations for housing and employment uses within the HAP.  It includes details of 57 housing sites and 5 employment sites considered to have potential for development across Hereford.  The consultation will seek the public’s views on the approach taken, including the site suggestions or whether other sites and proposals should be considered.

10/08/2018 - The allocation of the government special provision fund to a capital project that supports improved accommodation for children and young people with SEND and an education health care plan ref: 5292    Recommendations Approved

The decision was taken in order to ensure high quality sustainable educational accommodation for children and young people with social emotional and mental health special needs in Herefordshire. Matters taken into account when taking the decision, were as follows –
•Condition of the current buildings at the Brookfield School is adequate, apart from the building inhabited by the Arrow cohort of Brookfield students which is offsite, temporary and of poor quality.
•Compliance of the current buildings and of the site is poor for all age phases
•Future maintenance liability is highly likely for the off-site building
•Consultation with head teachers and governors showed recognition of the need for improvements at the Brookfield School.
•Consultation with parents and carers of children and young people with SEND showed recognition of the need for improvements at the Brookfield School
•Capital funds previously allocated and spent on improvement at the Brookfield School are not equitable with those spent at other SEND settings in the county.
•There is potential for the government funding to be matched with other identified funding in the Herefordshire council capital programme to enable a high quality project that will resolve compliance and quality issues in a strategic and sustainable way.
The decision taken impacts positively on the achievement of the principles set out in the published Herefordshire Schools Capital Investment Strategy pages 10 and 11.

The decision was made that the special provision fund (£500k) allocated to Herefordshire Local Authority by the government, would be spent on a project to improve the quality of accommodation at the Brookfield Special School, subject to a suitable feasibility study and high level costing exercise. In addition the decision was taken to put forward a business case to Cabinet for allocation of funding already listed in the capital programme for use at Brookfield School (1.76m), to add to the special provision fund to achieve a high quality strategic improvement project.
Although the Brookfield School is an academy, the criteria for the allocation of the special provision fund clearly states that spending on any type of setting, including academies, is permitted. In addition, the council has a statutory responsibility to commission educational provision for children and young people with an EHCP for SEND that is suitable for their age, ability, aptitude and SEN. The Brookfield School is the only in-county setting that provides for CYP with social, emotional and mental health (SEMH) as their primary need. Investment in this school is needed so that the council may fulfill its statutory responsibility to those CYP with SEMH. If the setting fails to be fit for purpose those pupils would need to be placed out of county, leading to a significantly increased cost of placement. This proposed investment will mitigate the risk of an increase in out of county placements in the future. It also ensures that the current need for temporary accommodation for a cohort of pupils with SEMH will be removed.

09/08/2018 - Relocation of Broadlands Bright Sparks Pre-school to enable the granting of a lease to the Education and Skills Funding Agency and the Barrs Court School Academy Trust for the development of a new SEN Free School ref: 5289    Recommendations Approved

Broadlands Bright Sparks Pre-school is a popular nursery judged outstanding by Ofsted in 2014 and currently occupies space in the former Broadlands Primary School which was relocated to the Aylestone site in 2015. This site is now required for the delivery of a new Special Educational Needs Free School by the Education and Skills Funding Agency.

Alternative accommodation has been identified on the Aylestone High School site that is in close proximity to their current location however the area is not designed or set-up for use as a nursery. Refurbishment work is required to create a stand-alone area that can run independently of Aylestone with facilities appropriate for that of a nursery that will meet any standards currently expected by Ofsted.
