• The council faces challenges in finding accommodation for
vulnerable people with complex needs as social housing providers
prioritise commercial considerations and are often unwilling to
take the risk of letting homes to this user group. Consequently the
council needs to find alternative accommodation solutions which are
economic and sustainable.
• One of the buildings to be let was purchased by the Council
last year to provide supported accommodation for vulnerable people
with complex needs. The other property is residential stock that
was already owned by the Council. Decision to purchase was a
partially exempt decision as the property will house vulnerable
people. Consequently property details are included in Appendix
1.
• The Properties (both in Hereford City Centre) will
accommodate in total eight very vulnerable care leavers to improve
outcomes and help prevent specialist high cost placements.
• The tenant was selected by competitive tender to provide
support services. They will manage the buildings and placements.

1) To bring an additional plot into a lettable

3) Due to further unexpected vandalism the extent of work needed at
the Pembridge site has increased since the original survey which
informed the scope of Project 1. All 6 plots are now known to be in
need of modernisation, rather than the 2 plots previously intended.
There is insufficient funding within the Project 1 budget to
address all 6 plots, and a high risk that vandalism and rubbish
accumulation will continue if only 2 plots are modernised leaving 4
nearby plots vacant and uninhabitable. A future project with
sufficient funding to refurbish and let all 6 plots would be
expected to represent greater value for money and a more robust use
of funds.
4) Unauthorised encampments at Pembridge are currently preventing
progression of the work at this site, and it is not at this stage
clear when this work would be able to proceed.
5) Pembridge is expected to see investment during 2021/22 in 4
brand new traveller sites on a separate area as set out in (d) of
the cabinet report (Project 2).

period of lockdown in November 2020 This has significantly
threatened the viability of these businesses, and put at risk of
redundancy the large numbers of people they employ.
In May the Marches LEP allocated £444,220 to Herefordshire to
support Covid 19 economic recovery, subject to the development of a
business case. Herefordshire Council in partnership with the
Herefordshire Business Board established and submitted a business
case focussed on supporting the soonest possible recovery of the
visitor economy. Shropshire Council (as the accountable body) on
behalf of the Marches LEP issued a funding offer letter to
Herefordshire Council on the 17th June, and the Cabinet Member for
Environment Economy and Skills took a decision to accept the grant
and implement the project on the 20th June.
Recognising the need to engage with visitor economy businesses to
co-ordinate delivery and to seek relevant expertise, a project
steering group was formed in June 2020.
Recognising the need to seek appropriate expertise to deliver the
Visitor Economy Marketing the procurement has been undertaken in
accordance with the council’s contract procedure rules. In
accordance with the grant funding business case, the extension will
enable the delivery of the project to encourage visitors to visit
next year supporting the soonest possible recovery of trade.

Safeguard an existing Herefordshire business in the county and
facilitate its further expansion.
Deliver private sector investment and job creation in the EZ which
will boost confidence and interest from others and help generate
further private sector investment and job creation. Speedy
occupancy will boost the rates relief pot for the Local Enterprise
Partnership (and hence the council).
Following the award of enterprise zone status in August 2011
approximately 45 hectares (110 acres) of council owned land was
included, along with other privately owned land, in the designated
EZ. The EZ status has resulted in the council and occupiers within
the EZ benefiting from a number of government incentives such as
significantly increased awareness and profile of the location and
opportunity, business rates relief and retention, improved access
to broadband etc. These factors have resulted in an increase in
interest from local, national and international businesses in
active and advanced negotiations with the council to acquire land
within the EZ.
This area of land is located in the North Magazine area of the EZ
and has been identified for general employment use.
The sale of the land is on a freehold basis. The purchaser will not
accept or proceed with the purchase on any other basis.
All the EZ land is being actively marketed, and is being sold
according to independent land valuations and the EZ Land Disposal
Policy which was approved by cabinet member on 7 January 2016. The
plot was revalued in November 2020 to reflect current market
conditions. The agreed purchase price meets the market valuation.

The sale is to a local business whose current premises are no
longer sufficient for their needs. They now wish to build
additional premises to enable their expansion and the ability to
expand the workforce.
The purchaser and their proposal have been assessed by the Hereford
Enterprise Zone Board and deemed to meet the Placement Strategy,
the Board’s set of criteria which each oncoming business must
achieve in order to progress onto the Enterprise Zone.
The business was assessed to have met the Placement Strategy
through its job creation predictions (in excess of 30% over 3
years) and being within one of the Enterprise Zone’s priority
sectors (People Intensive Industries).
The decision to sell this plot supports council policy to use
capital receipts from sale of land within the Enterprise Zone to
fund the capital expenditure on installing necessary infrastructure

To ensure public transport services are
maintained at sufficient levels to meet the travel needs of key
workers and vulnerable members of the community during the current
COVID-19 emergency which commenced on 5 January 2021 and to provide
support to at risk suppliers responsible for vital services.
The Secretary of State for Transport issued guidance on 25th March
2020 regarding maintaining essential bus services and supporting
bus operators financially during the COVID-19 outbreak.
By suspending the time restriction on the use of concessionary bus
pass use, vulnerable members of the community will be able to
travel by bus for free at all times of the day. This will allow
them greater flexibility to make essential journeys such as for
shopping or to attend medical appointments or vaccinations.
Throughout the Covid-19 pandemic the council has followed
Department for Transport guidance by maintaining concessionary
fares reimbursements to bus operators at pre-pandemic levels. This
will be maintained through the January and February 2021 lockdown
period to ensure operators have the financial support they need to
continue operating vital services.
Data obtained during previous Covid-19 lockdown periods has shown
that the public bus network in Herefordshire, both subsidised and
commercial experiences a dramatic decline in passenger numbers
during lockdown periods. Services have seen passenger numbers as
low as 3% of normal levels and are not sustainable as commercial
routes. To support bus operators by assisting them to reduce
commercial operating losses whilst maintaining a suitable public
transport network council contracted services have been redeployed
to operate the core bus network. This will ensure operators receive
adequate income to operate the routes whilst at the same time
ensuring a suitable network is available for key workers and
vulnerable members of the community.
The core bus network is defined in the council’s Local
Transport Plan (LTP) as the minimum level of service that will be
provided. The network ensures links between market towns and
Hereford City and a range of supporting routes which connect major
villages with Hereford and the market towns. The core network also
ensures the main arterial routes in to Hereford City are served by
regular services. In summary this will provide:
• 2 hourly services between Hereford and each market town and
main villages operating between 0730 and 1830 Monday to Saturday,
no Sunday services will operate with the exception of service 33
Hereford – Ross on Wye
As indicated in point 2, after re-deploying contracted services to
cover the core network an amount of vehicle capacity remained
available for use. This will be allocated to operate other priority
town services as follows:

In accordance with the Flood and Water
Management Act, significant flood events must be investigated
– known as Section 19 investigations.
Herefordshire Council are required to investigate local sources of
flooding (i.e. ordinary watercourses, surface water and
groundwater) but as the Lead Local Flood Authority (LLFA) the
Council are responsible for coordinating flood management
activities with other relevant bodies – namely the
Environment Agency (EA), Welsh Water (DCWW) and Severn Trent Water
(STW).
An initial review has identified 30 settlements requiring
investigation by HC following the October 2019 and February 2020
flood events. These locations have been assessed as being within
the established criteria and include residential properties,
businesses, critical services, strategic highways and railways.
This number of studies is in excess of the number of investigations
on which the allocation in the annual plan annex 7 was based and
therefore further funding is required as set out above.
A further 26 settlements flooded from main river sources will be
reviewed separately by the EA.
Given the large number of flooding incidents that occurred in
February 2020 and October 2019 this decision will allow a
desk-based gap analysis study using readily available data to be
undertaken. This will identify the likely causes and consequences
of flooding and demonstrate where further investigation is required
to complete the section 19 investigations. If so this will be the
subject of a further decision
