2) To enable the council to receive a final technical assessment

the Wye and Usk foundation around each identified site to enable

council to make informed decisions about purchasing/leasing
sites
3)To enable the council to have an independent negotiator on board
to
negotiate land acquisitions on behalf of the council
4) To improve the data sets and the resilience of the phosphate
calculator
within the interim delivery plan
