Decision Maker: Assistant director Corporate Support

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

Currently the Herefordshire Council are using EMC Centera storage for data archive and long-term storage. The current setup is resilient with a unit in both of the council data centres connected via dark fibre providing Ethernet and Fibre channel links between. The applications are currently writing to the Centera using CAS and RBS connections.

The current EMC Centera storage at Herefordshire Council needs to be replaced due to the system reaching the end of main line for hardware and software support.

A competitive procurement process was undertaken through the CCS framework, RM6068 Lot 2. Three bids were received by the tender close date. The bids were evaluated in accordance with the rules as stipulated within the tender document. This evaluation consisted of 10% for the mandatory pass/fail section and 90% price.

A summary of the weighted evaluated scores along with the ranking is as follows:

Rank Name Weighted Score
1 SCC 100%
2 Supplier A 99.25%
3 Supplier B 95.46%

SCC provided the most economically advantageous tender and are therefore recommended for award.
